The National Research Center for Intelligent Computing Systems (NCIC), which was founded in March 1990, is the unique R/D center for advanced computer technology under the national hi-tech program, called 863 program. It is supervised by the (expert) steering committee on Intelligent Computing Systems, a subject of 863 program, and the State Science and Technology Commission.
NCIC is located and administratively supported by The Institute of Computing Technology (ICT), Academia Sinica.

The director of NCIC is elected from all experts among national wide basis by the State Science and Technology Commission. The current director is Dr. Li Guojie. Today, there is more than 60 employees in NCIC, among which 15 researchers have Ph.D. degree and more than 20 stuff have MS degree. Besides, more than 20 graduated students are studying here. Young scholars play the important role at the center.
A scene in NCIC
In the recent years, the research projects of NCIC include symmetric multiprocessor system(such as Dawning-I Parallel Computer System), massive parallel processing system, integrated recognition system of printed Chinese characters, color image and text publishing system, handwriting Chinese character recognition, information analysis and management system, machine translation, office automation, distributed AI, etc. In one hand, NCIC is keeping up with the rapid advance of computer technology, such as parallel processing, computer network. At the same time, NCIC is popularizing intelligent applications on the basis of those techniques. In the other hand, NCIC is devoting major efforts into the technology transfer, that is, converting the research results to commercial products. NCIC often select the outstanding achievements from competitions throughout the country to construct the most competitive hi-tech products. There are more than one hundred researchers, who are coming from universities and institutes such as Tsinghua University, Peking University, Academia Sinica, undertaking themes of NCIC or serving as guest-scholars.
NCIC has stable cooperation and close relationship with overseas universities, corporations, research institutes and scholars, as a result, NCIC has abundant resources of information. Many famous scientists, such as Patterson, Feigenbaum and Hopfield, and many industrial leaders, have visited NCIC and gave lectures. A lot of universities throughout the world have the relationship of exchanging papers with NCIC. NCIC regularly send researchers abroad to study advanced techniques. The most important tenor of NCIC is to accelerate research and improve stuff's quality by means of international cooperation.
The Dawning Company is established in 1993 by NCIC to sell 'Dawning-I' parallel computer, an excellent recognition system for printed Chinese, the new generation of publishing system based on workstations, etc. The Dawning Company is expected to be an important hi-tech company in China.
Dozens of workstations (Sun sparc-10,Sparc-2, DEC Alpha, SGI 4D/35, etc.), scores of advanced personal computers and parallel computers with abundant softwares including varieties of EDA environment and program developing tools are equipped in NCIC. The ability of research and development environment in NCIC is comparable to first-rate universities in the world. NCIC has gradually become a open entity with strong research ability, strong design ability, abundant people resource, and environment of most advanced equipment. NCIC eagerly hope to have vocational work, such as technique cooperation and transfer, undertaking contracts. NCIC is willing to devote for the computer research and development together with friends in the world.
